Competition Guidelines
Team Composition
Each participating chapter must construct a team of exactly three (3) Counsel. We highly encourage gender-sensitive and inclusive teams.
Memorials
Draft memorials for both parties (max 30 pages total). Use Times New Roman 12pt, 1.5 spacing. Submit strictly in PDF format by September 14th, 2026.
Oral Hearings
Top 4 teams advance to final oral advocacy before Moot Court Judges during the Zonal Convention. Highest aggregate score wins.
100-Mark Scoring Criteria
Republic of Zamora v. Dr. Okafor & AWK
Treaties & Neighbors
Zamora and Koma are neighboring West African states. Both are parties to the UN and AU Treaties. A 2008 treaty allows human rights NGOs to operate across borders without registration. Zamora acceded from IHL treaties in 2021.
Insurgency & POSA
Facing a 2022 insurgency, Zamora enacted the Public Order and Security Act (POSA) in 2023. POSA granted broad executive powers for surveillance and curfews, crucially including ouster clauses that excluded judicial review.
Online Campaigns & Arrests
Dr. Chinyere Okafor and Amnesty Watch Koma (AWK) launched a digital campaign against POSA. A massive protest escalated into a deadly riot. Dr. Okafor was arrested for "inciting public disorder" and held without bail.
The Legal Battle
Koma sued at the Special Hybrid Court, while AWK and Okafor sued at the High Court. The High Court controversially merged both processes and dismissed the suit, prioritizing national security. The Appellants have now appealed to the Supreme Court of Zamora.
Issues for Determination
Zamora's laws are in pari materia with Nigerian Law. Counsel must present arguments focusing on Jurisdiction, Locus Standi, and the Merits of the case.
